Moscow warns Western countries against trying to "wind up or not fulfill" the second part of the "grain deal" concluded in Istanbul. This was stated during the briefing by the official representative of the Russian Foreign Ministry Maria Zakharova.
According to her, in order to fully implement the agreements, Western countries need to ensure the access of Russian food and fertilizers to world markets, “that is, to remove the financial and logistical obstacles caused by the anti-Russian restrictions they have introduced.”
“The agreements reached in Istanbul, I emphasize, are of a package nature <...>, and therefore we warn against attempts to wind up or not fulfill the second part of the deal package. Otherwise, the world may not receive tens of millions of tons of grain,” Zakharova said.
The representative of the Ministry of Foreign Affairs also noted that the countries receiving food are well aware of who exactly is “behind the creation of obstacles” for the delivery of Russian food to world markets.

On July 22, RUSSIA and Ukraine signed a “grain agreement” mediated by Turkey and the UN. The agreement will create a safe corridor for the export of grain from the ports of Odessa, Chernomorsk and Yuzhny along the Black Sea. Representatives of Turkey and the UN will monitor the loading, and the quadripartite coordination center will check the ships at the entrance and exit in the Black Sea.
In addition, Russia and the UN signed a memorandum stating that the organization will contribute to the removal of restrictions that impede the export of Russian agricultural products and fertilizers. Moscow insisted that grain exports from Russia and Ukraine should start simultaneously.

Grain from the ports of Ukraine was no longer exported after the start of the Russian military operation on February 24. Kyiv and Western countries blamed Moscow for this and warned of a food crisis. Russia, in turn, argued that the export of food was impossible due to the mining of ports by Ukrainian troops.
According to Oleg Ustenko, economic adviser to the President of Ukraine, the country could export 60 million tons of grain in eight to nine months if the ports were working without failures. If, due to hostilities, they cannot function properly, Kyiv will need up to 24 months for transportation.
