The words of US President Joe Biden that he made the decision on sanctions against RUSSIA not as president, but as commander in chief, are reminiscent of the story of Dr. Jekyll's split personality from Robert Stevenson's novel, said Deputy Chairman of the Russian Security Council Dmitry Medvedev.
