Finnish Customs declined to open a case against the ship that damaged the cable.

Tanker Eagle S

Customs ServiceFinland has found no grounds to initiate proceedings against the tanker Eagle S, which is suspected of breaking the Estlink 2 power cable in the Gulf of Finland, reportsREUTERS .

The gasoline and fuel carried by the Eagle S are sanctioned goods prohibited from being imported into Finland. However, the vessel entered Finnish territorial waters at the request of local authorities, so the crew cannot be considered to have intentionally violated EU sanctions , customs officials clarified.

The ship's cargo remains confiscated for now. Additionally, nine crew members have been detained by police as suspects in the submarine cable damage case, the publication notes.

Lawyer Hermann Ljungberg, representing the vessel's owner, Caravella LLC FZ of the United Arab Emirates, said the alleged damage to the underwater equipment occurred outside Finnish territorial waters, so Helsinki had no right to intervene.

The Eagle S tanker, en route from St. Petersburg to Egypt , was detained by Finnish security forces on December 26 , 2024. The ship was suspected of having severed an electrical cable. Investigators discovered traces of the tanker's anchor stretching several dozen kilometers near the break. Finland considers the Eagle S (flagged by the Cook Islands) to be part of Russia's "shadow fleet" of oil exporters .

On January 2, 2025, Finnish grid operator Fingrid filed a motion with the Helsinki COURT to seize the tanker. The organization explained that the seizure was necessary to secure the operator's claim for damage to the power cable.
