The publication points out that the document lists eight Chinese companies based in Hong Kong, as well as more than a dozen firms from other listed countries. it is assumed that they will be prohibited from exporting dual-use goods. In addition, the document names eight Russian IT companies that can freeze assets and prohibit transactions with them.

Other potential restrictions on combating sanctions circumvention include:

non-admission to European ports of ships that are used to transport prohibited military and dual-use goods to Russia, as well as Russian oil ; countries that buy military and dual-use goods from the EU will not be able to transit them through Russia; if any states are suspected of helping Moscow to circumvent sanctions, they will be threatened with a ban on the supply of such goods from Europe.

Other restrictions are also proposed. For example, the abolition of relief for Germany in the form of the opportunity to receive oil through the Druzhba pipeline. Only Hungary will retain such a right. New visa bans and asset freezes for dozens more Russian officials and organizations, including two small banks, are also possible. The HEAD of the European Commission, Ursula von der Leyen, on May 9, during a visit to Kiev, announced that the new, 11th, package of sanctions against Russia would focus on circumventing already imposed restrictions.

According to her, it will include three main elements:

"Hone" existing measures and expand the list of prohibited goods. It will include the latest technology or spare parts for aircraft "that go to third countries and then to Russia." The use of a new tool to circumvent restrictions. It implies the possibility of restricting the EXPORT of certain goods to third countries if Brussels notices that such products are coming to Russia. The head of the EC stressed that this tool will be used last, "with caution, after a very thorough risk analysis and approval by member countries." A ban on shadow organizations from Russia and third countries that intentionally violate sanctions.

Von der Leyen said that Brussels is doing everything possible to "stop the war machine" of Russia. According to her, due to previous restrictions, imports from Russia to the EU fell by about two-thirds, which was a “huge blow to income” for Moscow. The EC approved proposals for a new package of measures on Friday, May 5, Brussels is working on this issue together with partners, including the G7 countries, the head of the European Commission added.
