European countries, along with the United States, began to impose sanctions due to Russia's special military operation in Ukraine, which has been ongoing since February 24 this year. Western countries have introduced several packages of sanctions, restrictions have affected Russian companies, energy resources (oil and coal), the financial system, as well as a number of individuals and legal entities.

Russia has repeatedly criticized Western sanctions and called them illegal. President Vladimir Putin, during the plenary session of the Eastern Economic Forum in early September, said that the "sanctions fever of the West" poses a threat to the whole world.
