The Irbis Aviation Plant from Khakassia refused to pay off the debts of the Rotor Experimental Design Bureau (OKB) registered in Kumertau. The company petitioned the Arbitration of Bashkortostan to withdraw the application for satisfaction of the debtor's creditors' claim in full. The reason for the refusal to repay the debts in the COURT documents is “loss of economic interest”.
In March 2021, the Moscow investor OKB Rotor JSC Aeroelectromash applied to the Arbitration of Bashkiria with a statement to declare the debtor bankrupt. In May of the same year, a monitoring procedure was introduced in relation to the Bashkir company. In February 2022, the Irbis Aviation Plant filed a lawsuit with a statement of its intention to pay off the claims of Rotor's creditors. The court, having considered the application, determined that by the end of February 2022, AZ Irbis must pay the debts of the Design Bureau in the amount of 53.2 million rubles (52.8 million rubles to Aeroelectromash JSC and 408.6 thousand rubles to the Ishimbay Machine-Building Plant "). In March, a court session was to be held following the results of satisfying the claims of the debtor's creditors, but the company abandoned its intentions.
Rotor asked the court to suspend the bankruptcy proceedings, but this request was not granted. At the end of March, the Arbitration introduced an external administration procedure for the bureau for a period of eighteen months until September 29, 2023.
In February, IA Khakassia reported on the plans of AZ Irbis to build an aircraft plant for the production of aircraft for regional airlines and a light coaxial helicopter. To do this, the enterprise entered into a license agreement with OKB Rotor, according to which the Kumertau company was to receive 120 million rubles. The initiator of collective investments in the project was the representative office of the competition "Regions - sustainable development" in Khakassia.
The HEAD and owner of OKB Rotor, Viktor Khribkov, told RBC Ufa that the company from Khakassia abandoned these plans and the license agreement was terminated. OKB Rotor is looking for other options for paying off debts, in particular, the company expects to sell several helicopters. In addition, Khribkov said that at the end of February, the Moscow Arbitration Court partially satisfied the OKB's claim against Aeroelectromash and recovered 21.7 million rubles of unjust enrichment from the Moscow company.
