At the end of 2021, sales of apartments and other premises in new buildings increased by 17.6%, to 898.6 thousand transactions. The main driver in the primary housing market was preferential mortgage programs, but almost a third of the regions - 29 out of 85 - did not help. In total, the purchase of housing in them decreased by 9.5%, or by 20.6 thousand, to 196.3 thousand transactions. This follows from RBC's calculations based on Rosreestr data.
The largest drop in relative terms occurred in Chechnya, where 35.8% fewer contracts were concluded than in 2020 (a drop from 148 to 95 DDUs). In the Kirov region, the decrease was 34% (from 4.6 thousand to 3 thousand), in the Arkhangelsk region - almost 32% (from 8.7 thousand to 5.9 thousand), in Buryatia - 25% (from 1 .6 thousand to 1.2 thousand). Sales in the primary market, that is, in new buildings, Rosreestr takes into account the number of concluded equity participation agreements (DDU). Under such contracts, not only apartments are sold, but also non-residential premises, which include apartments, parking spaces, storerooms, shop premises, etc. The main part of the concluded contracts are apartments: through them the main part of the apartments in houses under construction is sold. But in general, Rosreestr, in its generalized statistics by region, does not separate residential and non-residential premises.
When calculating, we compared the indicators for concluded pre-school child care provided by Rosreestr or posted on the official website of the service. After the house is completed, the apartments in it are sold under sale and purchase agreements, so even if they are sold by the developer, they are not included in this statistics.
Which regions saw the biggest drop in sales?
In 2021, sales of apartments and other premises in new buildings decreased the most in absolute terms in St. Petersburg — by 5.3 thousand (-6.5%). There, the fall is not the first year: last year, 23.8 thousand fewer contracts for participation in shared construction were concluded than in 2019. In the Leningrad Region, sales decreased by 2.7% compared to 2020 and by 22% compared to 2019. These are 600 and 6 thousand contracts, respectively.
