The materials of criminal cases against two employees of the Territorial Administration of Highways of the Novosibirsk Region (TUAD) were sent to the Karasuk District COURT. In May 2021, the Eastern Interregional Investigation Department for Transport of the Investigative Committee reported that the defendants checked asphalt concrete samples taken from sections of roads that were being repaired under state contracts concluded between TUAD and two organizations. As a result of the study, it was found that asphalt concrete samples did not comply with the requirements that TUAD representatives were required to include in the test reports, indicating the relevant conclusions in them.

“However, the suspects, for the purpose of illegal enrichment, decided to receive bribes from a representative of commercial organizations for entering false information about the alleged compliance of the examined samples with the specified requirements in the test reports, which further ensured the unreasonable signing of acceptance certificates for the work performed and certificates of the cost of such work, as well as payment for the work performed,” the investigators said.

The defendants suggested that a representative of commercial organizations give them bribes in the amount of 250,000 rubles. and 70 thousand rubles. for the said actions. The representative of commercial organizations agreed and handed over the money to TUAD specialists.
