Deputy Prime Minister Tatyana Golikova instructed the heads of the Ministry of Labor and the Ministry of Internal Affairs to work out the need to clarify the very concept of “a person without a fixed place of residence”

The Ministry of Labor and the Ministry of Internal Affairs will develop rules for maintaining a register of persons without a fixed place of residence, as well as criteria by which Russians will be classified in this category. The corresponding instructions were given to the departments by the Deputy Prime Minister and Chairman of the Council for Guardianship in the Social Sphere Tatyana Golikova, RIA Novosti reports.

In addition, the heads of the Ministry of Labor and the Ministry of Internal Affairs are instructed to work out the need to clarify the very concept of “a person without a fixed place of residence”, as well as a proposal on the advisability of introducing additional measures to “prevent homelessness” and help people without a fixed place of residence.

According to TASS, by October 30, the Ministry of HEALTH and the Ministry of Labor must develop and approve methodological recommendations on the issue of “ensuring the availability of medical care” for people without a fixed place of residence, including those who are not registered with stationary social service organizations.

After the outbreak of the CORONAVIRUS infection covid-19 , the HEAD of the Nochlezhka charity organization, Grigory Sverdlin, predicted an increase in the number of homeless people in RUSSIA.

“Our country now needs to actively engage in the prevention of homelessness - to provide financial support from the state to both people and businesses so that as few people as possible end up on the street. The fact that in the coming months a large number of people will be on the street is a harsh reality that awaits us, ”said Sverdlin.
