The authorities of St. Petersburg announced an amnesty for debtors on payments for capital repairs. In the next two months, they can pay the entire amount of the debt without paying penalties. This was announced on April 7 at a press conference in TASS by the Acting DIRECTOR General of the Fund, the regional operator for the overhaul of common property in apartment buildings in St. Petersburg, Dmitry Shutov.

Critical debts

The fund forced the accumulated debt on payments to reconsider the principles of work with the townspeople. To date, it has exceeded 6 billion rubles, which is about a third of the total annual cost estimate for major repairs. Shutov noted that the debt has grown rapidly over the past year, a record shortfall in collections per month reached 300 million rubles. In 2021, the payment collection rate did not exceed 90%, as a result of which the amount of debt increased by RUB 2.3 billion over the year.

The resulting shortage of funds has complicated the implementation of the targeted regional overhaul program. According to TASS, about 11 thousand types of work from the planned periods of 2015-2017, 2018-2020 were not completed. “Unfortunately, today we have a critical underperformance of the regional targeted program, which exceeds 100 billion rubles, accumulated since 2014, when the fund began to function,” said Oleg Zotov, chairman of the Housing Committee of St. Petersburg, at a press conference.

Two months amnesty

Methods of dealing with arrears, as noted by Oleg Zotov, the authorities will choose on the basis of trusting, understandable and transparent relations with the people of St. Petersburg. According to Dmitry Shutov, Acting HEAD of the Capital Repair Fund of St. Petersburg, last year 180 COURT orders were issued, according to which bailiffs collected debts. Amnesty in April and May will allow the townspeople to pay the debt without penalties and fines. To do this, a separate promissory note will be generated indicating the overdue debt - it can be closed without penalties. At the same time, citizens will separately receive the usual monthly receipts from Petroelectrosbyt, where only the current payment will be indicated.

In 2022, 16.8 billion rubles were allocated for the overhaul of houses in St. Petersburg, more than two thousand types of work are planned. In particular, we are talking about replacing 1,500 elevators (8,000 of which are operating beyond their service life), building engineering networks, repairing facades, roofs
