Moscow Mayor Sergei Sobyanin, in an interview with RBC, revealed how the system for introducing and lifting coronavirus restrictions in the capital works. According to him, the main factor in decision-making is the occupancy of hospital beds.

“We have mobilized about 23,000 beds to treat the sick. If they are 2/3 filled, this is a signal that restrictive measures need to be taken. And in May-June we took such measures. This was not a general lockdown, but rather local measures. And as soon as we saw that there was a decline in the incidence, we began to withdraw these beds from circulation, return planned medical care and cancel restrictive measures, ”explains the mayor.

Sobyanin calls the pandemic a dynamic situation in which the meaning of managerial work is to introduce restrictions in time and cancel them in time. According to Sobyanin, the introduction of QR-code entry into cafes and restaurants for three weeks has led Muscovites to get vaccinated by an order of magnitude more and have less contact with each other. During this time, the incidence of covid in the city has halved, Sobyanin noted.
