The measure was taken on the basis of the decision of the Meshchansky District Court of Moscow. He declared prohibited information posted on the Wheely website. We are talking about information "on the conduct of commercial activities by a legal entity without accredited branches or representative offices in Russia, as well as without providing information to the state information system" Unified Regional Navigation and Information System of Moscow "(GIS ERNIS)".

In accordance with the law, the owner of the Internet resource must delete the prohibited information within 24 hours after receiving the request. If this does not happen, access to the site will be restricted.

Wheely disagreed with the decision. According to Chirkunov, the requirement to transfer data appeared back in 2017 and is not related to the pandemic, and the information received “will make it possible to constantly monitor any driver and, indirectly, a passenger.” According to the service, the requirements of the Moscow authorities are contrary to the Constitution and federal law, but do not prevent the spread of covid-19 .

Wheely challenged the decisions of the court, and in December of the same year the Court of Cassation overturned it "due to the failure to prove the circumstances on the basis of which the decisions were made."
