The prosecutor's office of Bashkiria approved the indictment in a scandalous criminal case on the construction of treatment facilities in Kumertau. The case will be sent to the Supreme COURT of the Republic of Belarus. The Minister of Construction of the Republic Ramzil Kucharbaev, Deputy Prime Minister - Minister of Housing and Public Utilities of the Republic of Belarus Boris Belyaev, Deputy HEAD of the Capital Construction Department of the region Ramil Safin, Head of the Office Construction Department No. 2 of this department Shadmurat Bikimbetov and former Deputy Head of Kumertau Yury Kurov will appear before the court. Officials are accused of exceeding official powers with causing grave consequences and official forgery, the press service of the supervisory agency reports.
According to investigators, in the period from June to September 2017, Kucharbaev, who then held the post of head of the Capital Construction Department, his deputy Safin, Bikimbetov and Kurov signed acceptance certificates for treatment facilities and a sewer collector in the village of Mayachny. At the same time, officials knew that complex commissioning work had not been completed at the facility and it could not be operated. Boris Belyaev, who then worked as the head of the administration of Kumertau, approved these documents, also knowing that the treatment facilities could not work. After that, at the direction of Kurov, the chief architect of the city issued a permit to put the facility into operation.
“The inability to operate the treatment facilities has led to a violation of the rights of citizens to a favorable environment and water disposal, a halt in the production process, and the need to raise additional funds to put the treatment facilities into operation,” the prosecutor’s office said.
According to the regional department of the Investigative Committee, the decision to build treatment facilities in Kumertau was made by the authorities of the republic at the request of the mayor of Kumertau Belyaev in 2016. Funds for the construction of the facility were allocated by the Monotowns Development Fund, Bashkiria co-financed the project, the total investment amounted to more than 95 million rubles. State contracts for the construction of facilities were concluded by the Capital Construction Department with the companies "A-stroy" and "Electroapparat", the work of the contractors was paid in full, despite a number of violations. The object is still not functioning and has fallen into disrepair.
“Three defendants received information that the treatment facilities were built with significant violations, including commissioning work and the results of laboratory studies of treated water effluents, as well as other preparatory and verification measures provided for by the requirements of technical regulations, construction norms and rules, without the production of which the acceptance of the facility and its commissioning are impossible, ”the IC said in a statement.
