Podolyak stressed that the current hostilities should end at the negotiating table, and "statements of concessions, saving face or freezing the conflict" are unlikely to contribute to this.

Announcing the start of the special operation, President Vladimir Putin said that Russia stands for the right of the peoples of Ukraine to self-determination. “Our policy is based on freedom, freedom of choice for everyone to independently determine their own future and the future of their children. And we consider it important that this right, the right to choose, could be used by all the peoples living on the territory of today's Ukraine, by everyone who wants it,” the head of state said.

President of Ukraine Volodymyr Zelensky warned that Kyiv would withdraw from the negotiation process with Moscow if referendums were held in the territories occupied by Russian forces.
