Russia and Ukraine are parties to the armed conflict, while Belarus, which allows the use of the territory for strikes, does not have such a status. This is stated in the report of the Moscow Mechanism of the Organization for Security and Cooperation in Europe (OSCE), published on the website of the organization.
“Both Russia and Ukraine are states that are parties to an armed conflict <...>. Although Belarus allows its territory to be used for Russian strikes against Ukraine, the [Moscow Mechanism] mission considers that, as of April 1, it [Belarus] is not a party to an armed conflict, as long as it does not itself commit acts of violence or other acts, which would constitute direct participation in hostilities,” the document says.

The OSCE also stated that they do not consider NATO a party to the conflict. “Similarly, NATO member states are not parties to a conflict solely on the basis of arms transfers or intelligence sharing,” the report says.
Russia has been conducting a special operation in Ukraine since February 24. A number of Western countries and NATO at the end of February announced the supply of weapons to Ukraine, but refused to provide a no-fly zone over this country, believing that this would lead to a direct clash between the forces of the alliance and Russia.
President of Belarus ALEXANDER LUKASHENKO said earlier that the Belarusian army does not take part in the Russian military operation in Ukraine, since there is no such need.
