The Western Interregional Investigation Department for Transport of the Investigative Committee of the Russian Federation has completed the investigation of the criminal case against the assistant captain and the captain of the tanker General Azi Aslanov. They are accused under Part 3 of Art. 219 of the Criminal Code of the Russian Federation (violation of fire safety requirements committed by a person who was responsible for their observance, if this negligently caused the death of two or more persons). This was reported in the press service of the Investigative Committee of the Russian Federation.

As RBC Krasnodar reported, in October 2020, the tanker was sailing along the Sea of ​​Azov to the port of Rostov-on-Don. There was an ignition of an explosive mixture of cargo - flammable liquid "Nafta" in the second cargo tank. As a result of the incident, most of the crew was evacuated from the ship, but three - the boatswain, a 19-year-old sailor and a 23-year-old trainee, were missing. Later, presumably their remains were found in the sea. All three at the time of the fire were busy cleaning the tanks from oil products.

“Contrary to the requirements of the safety regulations and other regulatory and technical documents, the defendants did not ensure constant monitoring of compliance with the fire regime on the vessel, allowed the specified work to be carried out in the absence of a technological map that determines the safe procedure for washing tanks from the Nafta cargo, did not personally control the concentration of gas contamination in tanks of the vessel, allowing, among other things, a trainee who was not trained in safe methods of their conduct to carry out washing work, ”the RF Investigative Committee reported.

As specified in the department, during the investigation, many examinations were carried out - fire-technical, explosive, video-technical, fingerprinting, genetic, large-scale searches and seizures were carried out, a significant array of technical documentation was seized and examined, more than 40 specialists and witnesses were interrogated.

The case has now gone to trial with the indictment.
