The new requirements of the Ministry of Construction for the organization of landing sites will not lead to an increase in the cost of their construction, the department reports. Earlier, Kommersant wrote about such concerns among representatives of the aviation industry.

Design Rules" was developed to ensure the creation of aviation infrastructure in oil and gas fields as part of the task of loading the Northern Sea Route, the agency notes. The ministry explained that previously there was no single document that would regulate the requirements for the design of landing sites (primarily in oil and gas fields and other hard-to-reach areas).
The Ministry of Construction notes that the new rules do not contain mandatory requirements for the presence of infrastructure facilities on the sites. “The new SP 511 does not establish unnecessary and mandatory requirements, including those leading to an unreasonable increase in the cost of building landing sites. Moreover, the document allows not to develop special technical conditions, which reduces both administrative and financial costs, ”the agency said in a comment.

However, Andrey Medvedev, a member of the presidential working group on the development of general aviation, told the publication that there is no definition of "hard to reach" in the law; the set of rules will apply to all possible sites, which will lead to the risk of "manipulation and threat of fines" and the possible closure of sites, he said.
The Ministry of Construction approved the new set of rules on April 1. The ministry said that prior to this, the document had been publicly discussed, and all the comments of the Airport Association were taken into account. The set of rules was also agreed with the Ministry of Transport and the Federal Air Transport Agency.
As Kommersant reported, market participants fear that the requirements will lead to a multiple increase in the cost of building facilities, including due to the cost of complexes for passengers, security of the facility and certified lighting equipment.
