Reports about a change in the procedure for issuing a passport for Russians who live outside the country that appeared in the media do not correspond to reality. This was announced by the official representative of the Ministry of Foreign Affairs Maria Zakharova.
He noted that the procedure is regulated by federal law. “Foreign passports are issued by diplomatic missions and consular offices of the Russian Federation in foreign countries, and there have been no changes in this procedure,” Zakharova said.
The representative of the Ministry of Foreign Affairs explained that the false reports appeared due to insufficiently careful study of the new administrative regulations of the Ministry of Internal Affairs on the issuance of foreign passports in Russia, which enters into force on May 30.

“This document allows citizens living abroad and temporarily arriving on the territory of the Russian Federation to apply for a replacement passport to the migration unit of the territorial bodies of the Ministry of Internal Affairs of Russia. This measure is designed to ensure the rights of our citizens living outside the Russian Federation and enable them to return to their country of permanent residence without delay," Zakharova said.
