At the hearing on the extension of the preventive measure, it was said that the second accomplice, a citizen of Russia and Moldova, Sergei Moskalyuk, pleaded guilty and made a "deal with justice." Both are accused of a joint attempt to broker a $50,000 BRIBE to unidentified employees of the FSB department for St. Petersburg and the Leningrad Region.
Sugakov and Moskalyuk have a wide circle of acquaintances among former and current law enforcement officers. They are able to take measures to conceal the traces of the crime, objects and documents, the presence of which the investigation may not be aware of at present. Sugakov and Moskalyuk represent an increased public danger - and the election of another, softer than imprisonment, measure of restraint will not ensure the proper behavior of the accused. Such conclusions were reached by the TFR during the investigation launched on February 14, 2022.
RBC Perm reported that on February 16, Perm FSB operatives detained Sugakov and Moskalyuk at their place of residence - in St. Petersburg and Moscow, and conducted searches. The next day, the Sverdlovsky District COURT of Perm supported the request of the ICR, sent both to a pre-trial detention center. Each was charged with an attempt by a group of persons to mediate in bribery on an especially large scale (part 3, article 30, part 4, article 291.1 of the Criminal Code of the Russian Federation). Sugakov, in addition, was accused of promising mediation in bribery (part 5 of article 291.1 of the Criminal Code of the Russian Federation).
58-year-old Moskalyuk has already had problems with the law. By the verdict of the jury of the Moscow City Court, he was found guilty of having shot two people with a pistol in the capital on December 15, 2002. For a double murder (clause “a”, part 2, article 105 of the Criminal Code of the Russian Federation), he was sentenced on April 1, 2005 to imprisonment for a term of 13 years and 4 months in a strict regime colony.
On a new charge, the Muscovite faces up to 9 years in prison. If Moskalyuk fulfills the terms of the pre-trial agreement on cooperation, which was approved by the prosecutor of the Perm Territory Pavel Bukhtoyarov on April 5, 2022, he can be sentenced to no more than ½ of the maximum term (part 2 of article 62 of the Criminal Code of the Russian Federation) - that is, no more than 4 years 6 months .
After listening to the phonograms of telephone conversations with Sugakov recorded by the FSB, the accused Moskalyuk confirmed his involvement in the crime and undertook to expose "other persons." At a confrontation with Sugakov, he repeated his own confession.

The materials for the investigation of mediation in bribery are separated from the criminal case initiated by the ICR on September 24, 2021 on the fact of fraud on an especially large scale (part 4 of article 159 of the Criminal Code of the Russian Federation). The FSB and the TFR saw signs of theft in the conclusion and execution of a state contract from January 1 to November 14, 2018. It was signed by the Federal State Budgetary Institution “Federal Center for Cardiovascular Surgery named after S.G. Sukhanov of the Ministry of Health of Russia (Perm)" and LLC "Transmed" from St. Petersburg.
On the eve of the initiation of a fraud case, from June 1 to July 31, 2021, Deputy Chief Physician for General Affairs Sugakov offered services to the Chief Physician of the Federal State Budgetary Institution “FTSSSH” Yuri Sinelnikov and Deputy General DIRECTOR, co-owner (40%) of Transmed LLC Sergey Kolesnikov. Namely - mediation in giving a bribe to officers of the FSB in St. Petersburg and the Leningrad region for the termination of operational measures taken on behalf of the Perm FSB.
Pensioner Moskalyuk confessed that he had received a call from Deputy Chief Physician Sugakov with a proposal, and he, Moskalyuk, named the amount of the bribe – $50,000. According to witness testimony, Sugakov brought the information to Chief Physician Sinelnikov and businessman Kolesnikov. In Perm, Sinelnikov and Kolesnikov gave Sugakov 925,000 rubles in cash, which he paid in two tranches of 425,000 and 500,000 rubles. credited to a personal bank account - the investigation believes.
At the next extension of the preventive measure, the ICR announced the linguistic and phonoscopic examinations appointed in the case.
“These circumstances require inspection and listening to a significant amount of audio recordings (…). The investigation of a criminal case is of particular difficulty, due to the need to perform a significant amount of investigative actions, including outside the Perm Territory, as well as the prescription and duration of the commission of a crime in conditions of non-obviousness, ”the TFR petition noted.
Speaking on May 18-20 at the meetings of the appeal instance of the Perm Regional Court, the disabled pensioner of the 3rd group Moskalyuk recalled the heart surgery he underwent in 2018, the need for regular examinations and asked for release from custody for any other measure of restraint. Sugakov, who does not work anywhere, spoke about his wife, who was six months pregnant, and confirmed his readiness to pay a bail of 2 million rubles for leaving the pre-trial detention center.
Prosecutor Ekaterina Zakharova objected, pointing out the validity of the chosen measure of restraint against the charges and the persons involved. Judge Galina Khoreva left Sugakov and Moskalyuk in a pre-trial detention center until August 14, setting the term of arrest for each at 5 months and 29 days.
